Donna DeRoo

 

Donna DeRoo

Donna DeRoo is the Assistant Director for the Central California Center for Health and Human Services (CCCHHS). Donna brings more than 10 years of experience in non-profit management. She remains active in several non-profit organizations and currently serves on the Board of Directors for the Junior League of Fresno, which actively pursues making a difference for children in need with an emphasis in health and education within Central California.

Ms. DeRoo received her Bachelor of Arts degree in English from California State University, Fresno and her Master of Public Administration degree from California State University, Dominguez Hills and is a member of the Pi Alpha Alpha Honors Society. Pi Alpha Alpha is the national honor society formed to recognize and promote excellence in the study and practice of public affairs and administration. Donna has also earned the designation as a Certified Grants Specialist, Certified Grants Administrator, and Certified Grants Evaluator by the National Grant Writers Association. Donna is also a proud graduate of Leadership Fresno - Class 18.

John Capitman

 

Professor John CapitmanJohn Capitman, Ph.D., is the Executive Director of the Central Valley Health Policy Institute and Nickerson Professor of Public Health at California State University Fresno. Capitman leads Institute activities in applied health research, policy analysis, technical assistance, and education. Dr. Capitman has served as PI and Co-PI on numerous federal, state and foundation service and research projects. He has an extensive track record of publications in the peer-reviewed health services research and policy journals.  His current research focuses on how social, economic, and environmental factors influence population health in the San Joaquin Valley and increasing the capacity of local organizations to address these factors. Capitman also co-facilitates the Health Policy Leadership Program and teaches about rural health and health disparities. Capitman also serves on the Governing Board of the San Joaquin Valley Air Pollution Control District. 

Before joining CVHPI, Capitman was directed a research program on race/ethnicity, age, and gender at the Schneider Institute for Health Policy, Heller School, Brandeis University. He was PI for the Centers for Medicare and Medicaid Services (CMS)evidence review on racial/ethnic disparities in cancer care among elders and lead the AOA National Resource Center on Diversity and Eldercare. He has published extensively on racial/ethnic differences in accessing Medicare and Medicaid services and lead or participated in evaluations of numerous CMS demonstration projects.

Capitman received his BA, Magna Cum Laude in Linguistics and Philosophy from Yale University in 1976 and his PhD in Social Psychology from Duke University in 1980. He recieved post-doctoral training as a Gerontological Society Research Fellow, State of California, Department of Health Services, Division of Long-Term Care, Sacramento, California. 

He lives with his wife, Valerie Alayne Batts, PhD., a clinical psychologist in Tollhouse California. They have two grown children.

Cassandra Joubert 

 

cassandra office photoDr. Cassandra Joubert is Director of the Central California Children's Institute, and Professor in the Department of Public Health. She received the Doctor of Science degree in maternal and child health from the Johns Hopkins University School of Hygiene and Public Health, and the Bachelor of Science degree in psychology and child development from Howard University. She also received a graduate certificate in infant-parent mental health from the University of Massachusetts-Boston's satellite program in Napa, California. Her primary interests are promoting the well-being of infants and toddlers through positive and nurturing parent-child relationships, and training parents and practitioners who work with very young children. She is the principal author of a family memoir that discusses racial/cultural influences on children's mental health.

Prior to joining Fresno State, Dr. Joubert spent ten years in philanthropy, holding senior positions with the Community Foundation for Southeast Michigan in Detroit and the Rutt Mott Foundation in Flint, Michigan. In addition, she has held academic appointments at the University of Oklahoma, College of Public Health and the Oklahoma State University College of Osteopathic Medicine. She is currently a board member of the National Assembly for School-Based Health Care, and was formerly a member of the Editorial Board of the American Journal of Public Health and the California Senate Select Committee on Autism and Related Disorders. She has served on a number of nonprofit boards focusing on children's issues, and has been an advocate for children and families throughout her career.

Marie Gilbert 

 Marie Gilbert

Dr. Marie Gilbert is the director of the Central California Center for Excellence in Nursing and has worked in healthcare for 30 years and has extensive experience in both the service and academic environments.

She demonstrates a commitment to life-long learning being awarded a Bachelor of Science Degree in Nursing with First Class Honors in Nursing Studies from The Royal College of Nursing Institute, London, UK, a Master of Arts: Education from Fresno Pacific University, Fresno and a Doctor of Nursing Practice, California State University, Northern California Consortium, CA. Marie is also nationally certified as a Healthcare Simulation Educator.

Her involvement in many different and distinct nursing organizations has broadened her reach and expanded her networking abilities not only in the valley but across the state.

Marie is a strong advocate for evidence-based practice and nursing research. She is co-lead for the California Simulation Alliance Research committee, co-chair for the International Nursing Association Clinical Simulation and learning (INACSL) Research Grant Selection Committee and has also served as a member of the ACNL Research Committee. As current Vice-Chair of the Society for Simulation in Healthcare Nursing section, Marie collaborates with colleagues around the country to identify best practices and increase the use of simulation in academia and the clinical environment. Marie has written and lectured extensively and continues to conduct research. Her research interests include inter-professional education, assessment and evaluation and healthcare simulation.

Maggie Flores

 Magdalena (Maggie) R. Flores received a Bachelor of Science in Health Science from California State University, Fresno in 2010 and is currently in the process of obtaining her Master of Public Health degree from California State University, Fresno.

Maggie started as an intern at the beginning of 2013 with the Central California Center for Health and Human Services (CCCHHS). She then obtained a career with CVHPI and is now a grant analyst and research assistant.
