Compensatory Time Off (CTO) 

  • CTO is a term used to define a compensatory action for payment of overtime in future leave credits in lieu of payment in cash.
  • CTO earned from the prior month is credited to the leave balance on the first day of the next month.
  • All accruals and usage of CTO must be approved by the appropriate supervisor.

C99 - Confidentials

Reference: HR 2018-06 Premium Pay Programs Pages 7-8

"Under CSU policy, if an employee has been unable to take his/her CTO and has a balance in excess of 120 hours as of December 31, s/he will be paid in cash for all hours in excess of 120. Such payment will be made by February 1, of each year."

E99 - Excluded Employees

Reference: HR 2004-26 Non-Exempt Employees/Compensatory Time Off (CTO)

120 hours = accrual maximum as of December 31st. CTO in excess of 240 hours prior to December 31st must be paid in cash.

Unit 2, 5, 7, 9 - California State University Employees Union (CSUEU)

Reference: Article 19 (19.11) of the current CBA 

"If an employee has been unable to take their CTO and has a CTO balance in excess of one hundred twenty (120) hours as of December 31, the employee shall be paid in cash for all hours in excess of one hundred twenty (120). Such payment shall be made by February 1 of each year."

Unit 4 - Academic Professionals of California (APC)

 Reference: Article 28 (28.19) of the current CBA

"If an employee has been unable to take his/her CTO and has a CTO balance in excess of one hundred twenty (120) hours as of December 31, he/she shall be paid in cash for all hours in excess of one hundred twenty (120). Such payment shall be made by February 1 of each year."

Unit 6 - Teamsters Local 2010

Reference: Article 23 (23.3) of the current CBA

"All overtime worked beyond the accrual of two hundred and forty (240) hours of compensatory time off shall be paid in cash."

Unit 8 - Statewide University Police Association (SUPA)

Reference: Article 13 (13.17-13.18) of the current CBA

"A unit member may have a maximum of 480 hours of accumulated Compensatory time off in his/her leave bank."

"Compensatory time off shall be taken on a date mutually agreed upon by the employee and the Chief of Police, with due consideration given to the efficient operation of the department and current departmental workload. In cases where an employee has accumulated more than two hundred (200) hours of compensatory time off and the parties are unable to reach mutual agreement on dates to take CTO, the Chief of Police may, upon reasonable notice to the employee, specify a date(s) on which the employee shall take earned CTO."

Unit 10 - International Union of Operating Engineers (IUOE)

Reference: Article 12 (12.8) of the current CBA

"The scheduling of CTO shall be by mutual agreement of the employee and the appropriate administrator. When an employee’s CTO balance is over one hundred eighty (180) hours and mutual agreement is not possible, the appropriate administrator may direct the employee to take earned CTO provided that seven (7) days’ notice is provided to the employee."
