The Office of Community and Economic Development (OCED) as of July 2012 has been certified as an EDA University Center in a regional partnership with the Center for Economic Development (CED) at California State University, Chico. Together, OCED and CED will facilitate economic development activities within the Great Central Valley's 31 counties to further industry growth, job creation, entrepreneurship, innovation, commercialization, and workforce development in industry sectors with high growth potential, including agriculture, clean energy, health care, and water.

The EDA University Center is one of the U.S. Economic Development Administration Investment Programs, partnering the federal government and academia to make the varied and vast resources of universities available to their regional economic development community.
